From any link's Link targeting page, click Add condition to create a rule. A rule can combine several criteria at once — for example, "Mobile visitors from France, between two dates" all in one rule.

Leave a field empty to match anything for that criterion — an empty country list means "any country," not "no visitors."
Order matters. Rules are checked top to bottom, and the first one that matches wins. Drag a rule using the handle on the left to move it up or down. If a visitor doesn't match any rule, they're sent to the link's default destination.
Editing an existing rule: if you downgrade your plan after setting up device/browser/OS/language/date targeting, those rules keep working exactly as they did — you just can't add new advanced targeting or expand what's already there until you upgrade again. You can still edit other fields on the same rule (like the destination URL) freely.
